Congress and American Foreign Policy: U.S. Engagement in a Shifting Global Landscape
Updated: Oct 13

The World Affairs Council of Atlanta recently welcomed Ambassador Jeff Flake, former U.S. Ambassador to Türkiye and former U.S. Senator from Arizona, for a timely discussion on Congress and American foreign policy in an evolving global environment.
Moderated by Council President Rickey Bevington, the conversation explored Congress's constitutional role in shaping U.S. foreign policy and examined how the balance of power between the legislative and executive branches shapes American engagement abroad. Ambassador Flake argued that Congress has historically played an important role in matters ranging from authorizing military force and regulating trade to overseeing foreign aid and diplomacy, and emphasized the value of congressional involvement in providing continuity and stability in U.S. foreign relations.
Drawing on his experience in Congress and diplomacy, Ambassador Flake discussed Congress's constitutional role in shaping U.S. foreign policy and examined how the legislative-executive balance of power shapes it. He shared firsthand insights from negotiations surrounding Sweden's accession to NATO, highlighting the complex diplomacy required to balance competing national interests while maintaining strategic alliances.
The discussion also examined the importance of America's "soft power" tools, including foreign aid, educational exchanges, public health initiatives, and democracy promotion. Ambassador Flake emphasized that these investments not only alleviate human suffering but also advance U.S. national interests by building trust, strengthening partnerships, and promoting long-term stability around the world.
During an engaging audience Q&A, participants raised questions about immigration policy, artificial intelligence governance, U.S.-Israel relations, great power competition in Africa, and the future of international institutions. Ambassador Flake underscored the need for continued civic engagement and bipartisan leadership to sustain America's global role and uphold democratic values.
The evening concluded with reflections on the enduring importance of diplomacy, international partnerships, and public service in navigating today's shifting global landscape.
